The section of the car park unaffected by the flood water (for council employees perhaps? Oooh, I'm a cynic!) is filled with construction vehicles and news vans. The construction vehicles are there to aid in getting the flood defences up and ready in time for the worst, and the news vans are there to carry various reporters (including one particularly attractive filly from Sky News!)
