Here, in the foreground, you see the new flood defences. When there is no flooding, these big steel poles are taken away and the area looks just like a normal entrance to the car park.

These defences can be erected quickly in times of need, and the silver "slats" between each pole can be taken away and added to easily.

I'm not sure what happens if the water rises above the height of the steel poles though, they don't look stackable.
